Former D.C. Council member Harry Thomas Jr. was sentenced Thursday to 38 months in prison for stealing more than $350,000 in public funds. “This is my weakest moment. the lowest moment of my life,” Thomas said, after testimony from his mother and a little league baseball official. KNOXVILLE — A judge said today he has no authority to make public the Tennessee Bureau of Investigation's file on former judge Richard Baumgartner. "This court has no authority whatsoever to decide on its own, 'I'm going to let the public see this file,'" Special Judge John Kerry Blackwood said at a specially-called hearing in Knox County Criminal Court.
